  17. <p>     For decades, South Africa's policy of apartheid has rested
  18. upon a set of rigid laws reserving 87% of the land for the
  19. nation's white minority and requiring strict housing
  20. segregation. Last week President F.W. de Klerk introduced
  21. legislation that would repeal all racial restrictions on land
  22. ownership and permit all South Africans to live where they
  23. choose.
  24. </p>
  25. <p>     The right-wing Conservative Party accused the government of
  26. having "capitulated" even before it began negotiations with the
  27. black African National Congress on the country's future. The
  28. Congress, for its part, blasted the program for failing to
  29. compensate blacks who lost their land and for codifying "the
  30. current state of the dispossessed under the cover of
  31. free-market principles." Most white South Africans, though,
  32. seemed to support the new policy, believing it will lead to the
  33. lifting of international economic sanctions against their
  34. country.
